戈达尔对当代国际政治热点与文化、艺术关系都有着深刻思考。正是由于这种思考，才有了《永远的莫扎特》一片的问世。
本片有两个故事线索：一伙年轻人一起去萨拉热窝旅行，在那里，他们计划参与一场戏剧的演出；与此同时，一名衰老的电影制作人渴望导演一部大制作电影，他满怀希望去了好莱坞。
通过通俗易懂的故事情节，这部电影毫不掩饰的表达了戈达尔对前南斯拉夫内战的厌恶，并一再的强调了他对西方强权政治的批判立场。而且，戈达尔认为强权政治不仅毁掉人们的生命，更是文化艺术的刽子手，在强权政治的把持下，电影，乃至其他人类文化都陷入了难以抽身的殖民文化泥潭中无法自拔。
