腐败堕落的法国总统及其走狗落荒而逃，我军兵不血刃，顺利入主巴黎。为了帮助欧洲民众改造资本主义思想，早日脱离苦海。我军响应主席的号召，在欧洲实行计划经济，以国家为单位对各国工业进行整体规划。在思想改造方面，我军将中国的成功经验应用到欧洲各国，如在法国电视台开办一档名为《电视批斗》的节目，对思想落后的坏分子批倒批臭；彻底改造奢华淫靡的社会风气，将一切资本主义的堕落符号与象征扫除殆尽；适时举行军民联欢，排演大型红色歌舞剧《卡门》。在一番大力整治之下，法国巴黎呈现出一片欣欣向荣、积极进取的好局面。
然而，仍有部分反动分子亡我之心不死，在他们鬼祟的动作之下，来之不易的稳定局面岌岌可危……
