《变幻的风》是巴西新电影大师GLAUBER ROCHA在其23岁时拍的处女作。故事讲述青年科塔回到家乡 - 位于巴西北部巴伊亚州海边的一个小渔村，发现这里的渔民都在为一个庞大的以白人为主的渔业公司工作，并完全依赖于公司所提供的设备，却没意识到传统的捕鱼技术正在逐渐消亡。
接受过新思想的科塔感到愤怒，他不相信村民是心甘情愿地为高高在上的白人资本家们服务，甘愿受他们的剥削和欺诈。而让他更为震惊的是这些愚昧的村民把对未来生活的希望寄托在虚无的宗教神灵上，每到丈夫出海或亲人生病都要请巫师来做祭祀。于是科塔试图劝说乡亲们改变固有的观念，但个人的力量是渺小的，最终他的努力换来的却是一场悲剧。
影片通过一个悲剧故事来反映在独裁政权下巴西北部贫困地区人们的落后思想，同时最后当痛苦的科塔选择离开时，他却不知道自己已经在村民们的心里埋下了抗争的种子，导演试图暗示即使不成功但只要有一个人能站出来做点努力，未来的结局也是有可能改变的，就像变幻莫测的风一样，你永远无法预知它下一步的方向。
