民主党总统安德鲁（迈克尔·道格拉斯 Michael Douglas 饰）正在准备竞选连任，他准备颁布一项犯罪控制法案，一旦法案通过，安德鲁的连任便是板上钉钉的事情了。法国总统携夫人来到哥伦比亚特区进行外交访问，本来打算陪同安德鲁前往的表妹生病不能成行，于是安德鲁想到了之前有求于他的环境保护志愿者悉妮（安妮特·贝宁 Annette Bening 饰），两人交换了条件决定结伴出席国宴。
让安德鲁没有想到的是，自己竟然被悉妮大大咧咧的个性深深吸引，情不自禁坠入情网，而两人的情事，不巧被安德鲁的竞争对手鲍勃（理查德·德莱福斯 Richard Dreyfuss 饰），利用其大做文章，尽情诋毁二人。
