李正彬（黑子饰）、王晖（李飞饰）、于振海（郝率饰）三人曾是特种部队出身的战友，感情如同手足，退伍后三人被特警支队特招成为特警，在一次借调工作中，于振海卧底到毒枭扎卡（晋松饰）组织内部，不料在一次交易中被扎卡手下发现并杀害，在警方精心部署调查中挖掘出另一只更强大的，以谭筱山（杨子骅饰）为首的贩毒组织团伙，原来谭筱山和扎卡两拨势力一直想独占市场，吞掉对方，为抓捕两大贩毒头目，王晖主动申请潜入毒贩内部，化名陈昌平（李飞饰）屡次舍命救下谭筱山独子谭子龙，并取得其信任，另一方面，李正彬在成为缉毒支队支队长后，得力干将赵永军（何达饰）及其下属张雷（杨俊超饰）感化了部分毒贩成为警方线人，收集犯罪组织证据。但赵永军和张雷并不知道陈昌平的存在，险些对其造成伤害。单亲妈妈小妹（葛布饰）为给死去的丈夫报仇，感激陈昌平救命其母子之恩，主动申请成为陈昌平和李正彬的线人，陈昌平...
