名医萨列瓦托尔把小鲨鱼的腮移植到一个印第安男孩身上，使他成为一个既能在陆地上生活、又能在水下栖居的两栖人。后来，“水母号”船主佐利达捕获了两栖人，把他变成自己的奴隶，强迫他到海底采珍珠。两栖人被人们叫做“海魔”，终于他不堪船主折磨，找机会逃了出来藏在医生家里。佐利达的雇工巴里塔扎尔得知两栖人是自己的亲生儿子，想通过法院索回儿子。同时，教会和船主佐利达想要牟取横财，也到法院控告医生，说他做非法的活体解剖，造成残废，而且亵渎了神灵。医生和两栖人被捕入狱。在狱中，两栖人肺部受到损害，离开水他将慢慢死去... 医生替监狱长的妻子治好了病，监狱长为了表示感谢，悄悄把两栖人放出了监狱。两栖人告别亲人，告别可爱的姑娘，转身投入汹涌澎湃的大海...
