为更好体现生命的价值，减少自杀率和犯罪率，最大程度鼓舞国民的上进心，某类似日本的国家推出了《国家繁荣维持法》。该法规定新入学儿童必须接受疫苗注射，平均每一千个疫苗中将有一支含有纳米胶囊，该胶囊将在注射者18~24岁时引心脏病导致死亡。厚生省负责疫苗的分配、注射者跟踪以及死亡通告（逝纸）的派送任务，所有逝者都会在24小时前收到他们的死亡通知书。

刚满25岁的藤本（松田翔太 饰）进入了国繁法的政府机关，这里乃至整个社会都弥漫着一股压抑的气氛，任何质疑国繁法的人都将被冠以思想颓废的罪名受到处罚。藤本怀着矛盾的心情，先后走访了一心成为人气歌手而背弃好友和理想的田边翼（金井勇太 饰）、生活在强势母亲阴影下对亲情彻底绝望的泷泽直树（佐野和真 饰）、以及因车祸失去父母，为了治好妹妹的眼睛而情愿捐出角膜的饭冢聪（山田孝之 饰）。在和这些人近距离接触中，藤本越来越无法保持冷静客观的立场，他也渐渐对国繁法的合理性产生了怀疑……

本片根据间濑元朗同名漫画改编。
