性格轻佻的摄影记着刘继祖（刘德华 饰）赴越南采访，与为政府服务的女翻译阮红（钟楚红 饰）萍水相逢，为了归还阮红遗落的物品，刘继祖惹出祸事，被越南当局关入劳动营，在集中了众多外籍“犯人”和本地民运人士的劳动营中，刘继祖遭受了肉体的折磨跟思想的强制改造，同时再次与前来工作的阮红相遇。不久刘继祖因香港同事帮助得以脱身，他再次拜访阮红，得知后者的弟弟因参加民运而失踪，可能身处曾羁押刘继祖的劳动营，刘继祖答应帮助阮红寻弟，然而他不经意卷入了民运人士的游行队伍，并被误认作学生运动领导而入狱。回到劳动营的刘继祖找到了阮红的弟弟，他与牢友合作，准备在阮红的帮助下涉险越狱……
