第二次世界大战前夕，日本在中国东北扶植建立满洲国，更于哈尔滨设立从事细菌武器研究的731部队研究本部。1945年2月，日军军医中将石井四郎返回并执掌731部队，与他一同到来的，还有一班出自千叶县的少年队员。小队员们组成的少年班被军方寄予重望，他们和研发中的新式细菌武器被看做挽救日本败势的希望所在。少年班在严苛的训练中被强迫观看用中国人、朝鲜人和白俄做试验用“马路大”的冻伤实验、细菌炸弹实验以及活体解剖实验，少年天性被血腥的场面感染、扭曲。1945年初夏，日本军国主义的失败已经不可避免，石井四郎疯狂的尝试制作鼠疫炸弹拯救“大日本帝国”，但法西斯的覆灭近在眼前……
