昭和39年，民政党现任总裁寺田政臣（久米明 饰）战胜最大对手酒井和明（神田隆 饰），获得连任，双方为此投入总计近40亿日元的选举金。选举后数日，隶属寺田派的星野官房长官的秘书西尾拜见有金融王之称的商人石原参吉（宇野重吉 饰），明确表示希望石原帮寺田派弥补竞选后留下的两亿日元欠款。石原断然拒绝后，请日本政治新闻社社长古垣（高桥悦史 饰）调查幕后之事。
