本片背景设在1975年的潘道顿营区，那是近圣地牙哥的一处越南难民营。对于越南人而言，来到这裡像是逃到了地狱边缘，解脱了共產主义对他们的掌控，也是来到新大陆的第一站。吉姆兰斯中士（派屈克史威兹）是这个营区的长官，雇用了陈泰（唐勇）来为他管理营区。陈泰的小姪子和姪女眼巴巴地等候母亲到来，因为她还在越南尚未离开。

小姪子敏受到艾迪（佛瑞斯特惠塔克）的友善照顾，艾迪是难民营的厨子，閒暇时喜欢作画，无亲无靠，所以对敏特别有种亲近感，没有父母在身边的滋味他特别能感同身受。在难民营之中，有个曾是企业家的男子爱上了翠，她可说是越南的「国妓」，早已是另一难民的小老婆。

越南人纷纷找到担保人离开营区后，才发现美国的生活也有可怕之处，在营区裡反而是最安全的。待西贡沦陷后，越南人不禁怀疑，是否美国人真的瞭解他们需要什麼？
