◎简　　介

面对“擦门而过”的台风三次转向，并且越来越远离这座拥有百万人口的城市，专家陈老师（宋晓英饰）坚持台风仍有50%的可能性调头回来。依据以往防台工作“十防九空”的现实，在120万群众的安危和浪费38亿国家财产的面前，以徐市长（巫刚饰）为主的市委领导坚持从人民群众的生命安全出发，宣布全市进入紧急状态，撤离工作在各种各样的质疑声中紧锣密布的进行。史无前例的18级台风掀起惊涛骇浪向着这座城市袭来，在城市的角落里，一些人没有来得及避险的人陷入危难之中。军民一心抗灾救人谱出一曲惊心动魄的乐章，人性在天灾面前绽放出瑰丽光辉。

本片以2006年8月份在我国浙江温州登陆的超级台风“桑美”为素材，由冯小宁执导，号称我国首部灾难大片。
