本片乃张彻导演的武侠神话电影，描述汉末三国分立，魏武帝曹操（白彪），初为汉相，挟天子之令诸侯；东吴孙策（赵国），骁勇善战，据有江东，人比项羽，称之小霸王，与曹敌袁绍联盟。时有道人于吉（程天赐），修练「神通术」，以符水治病，甚得众心，人称「于神仙」；孙以于妖言惑众，执而囚之，以时正天旱，令其求雨，不得则杀之。于果嘘气成雨，众皆罗拜，孙更怒，立命斩之，但于道术已成，被斩元神脱体飞出，反戏弄孙……
