两名高等法院的法官遭杀手谋杀，法学院高材生达比（朱莉娅•罗伯茨 Julia Roberts 饰）随后开始调查此案，起草一份该案的报告，名为《塘鹅报告》。达比找到了记者格兰（丹泽尔•华盛顿 Denzel Washington 饰），因为他是最后一名见到其中一名法官的人，希望能得到他的帮助调查此案。一天格兰接到了一个神秘人来电，此人自称知道谁是该案凶手，格兰跟踪到了此人，可惜未能拦下他。
