二十世纪九十年代，西藏自治区经济急需发展，中央第三次西藏工作会号召内地大力支援西藏建设，伴随国家《八七扶贫攻坚计划》的实施，雪域高原迎来了发展经济的大好局面。优秀大学毕业生欧阳南，也积极响应国家号召进藏工作。援藏干部新任朗嘎县副县长马如云用具有前瞻性的眼光，倡导全县利用 优势资源发展旅游经济，欧阳南、李霞、格列朗杰等干部群众积极响应，但在发展致富产业寻找脱贫之路的过程中，欧阳南等人遇到了自然条件的限制和不同发展理念的碰撞。在县委县政府支持下，欧阳南和强嘎村致富带头人琼雪卓玛共同克服困难，坚韧顽强，联合当地干部群众，经过二十多年的辛勤努力，把美丽的嘎拉山朗嘎县强嘎村，建设成为一个国际旅游小镇，引领全县走上了一条以保护生态、发展旅游经济为主导产业的全面小康之路，而马如云和李霞却不幸先后献出了宝贵的生命。全剧讴歌了广大援藏干部前赴后继建设边疆的无私胸怀和敢于牺牲的“老西藏”精神，也正面描写了以琼雪卓玛为代表的藏族同胞自强不息、勇于改变现状的时代进取精神，和汉藏融合成为民族大家庭的时代风貌，谱写了中华民族伟大复兴中国梦的西藏壮丽篇章。
