故事发生在1699年，故事的主人公格列佛医生原本居住在英格兰的瓦平都，尽管连年的战争使得镇上的人们都无力支付医药费，但善良热心的格列佛仍不计回报地帮助着他们，可当格列佛意识到，他挣不到钱就无法让心爱的未婚妻伊丽莎白过上幸福的日子时，他选择了跟随布里查德的船出海。伊丽莎白因为无法阻止他的行为也只好一同登上了货船。

船在行驶途中遭遇了风暴，所有的船员都落入了大海，格列佛醒来时发现自己漂泊到了一个叫利利普特的小人国，正巧利利普特王国与邻国布雷旧正面临着一场征战，格列佛帮助利利普特把布雷旧的战舰全部收缴，避免了一场战争，因而得到了人们的一致爱戴，但贪得无厌的国王却在格列佛因救火而毁坏了皇后的新衣后，将他逐出小人国。

格列佛又漂流到了一个大人国，在那里他遇见了被暴风雨冲散的未婚妻伊丽莎白。大人国的人都很小气，格列佛因为在下棋时赢了国王而被看成了巫师，尽管他治好了王后的病，但还是不能逃脱火刑的处置，幸好有小女孩格兰的帮助，他和伊丽莎白才逃出了大人国。

经过了又一次长时间的漂流，两人终于又回到了家乡英格兰的瓦平都。
