美国总统受良心折磨，经常梦到核战争之后的惨景，精神压力极大，以致于想与苏联谈判废除核武器。联邦调查局长鲍勃想暗杀总统，以此来维持美国的核优势。

与此同时，心理学家保罗正在研究一种方法，令治疗师进入患者的梦境，引导他们克服噩梦，治疗睡眠障碍。这个技术越来越成熟，以至于主人公阿历克赛可以凭意念就进入他人的梦境。最后，在总统的核战废墟梦境里，总统、刺客托米和主人公阿历克塞进行激烈搏斗，当然，最终正义战胜邪恶。托米和鲍勃都在梦中被杀死。

在这部电影里，出现了后来虚拟现实题材的一个普遍“法则”：如果一个角色在虚拟世界中被杀死，他在真实中也会死亡。后来的网络虚拟世界虽然不同于可控梦境，但也继承了这个“法则”。《梦境》的场面十分宏大，又有着梦本身的荒诞离奇的反逻辑色彩，构成了变幻无常的时空风光。
