故事发生在未来世界，阿龙（黎明 饰）和阿强（张学友 饰）都是抓捕妖兽的特警队警员，但是上司（袁和平 饰）非常器重阿龙，而对阿强就戒心重重。阿强气不过在酒吧买醉，得到了女友（李若彤 饰）的支持宽慰。然而，他心头总是笼罩着阴影――原来阿强的母亲也是妖兽，后来他把这个隐秘告诉了阿龙。阿龙也坦白了自己跟妖兽幻姬（李嘉欣 饰）的一段感情……
此后，阿龙在一次抓捕元大宗（仲代达矢 饰）的行动中，重逢了现已成为元妻的幻姬，情急之下却要引出重重误会。其实，元大宗是要跟人类合作的妖兽，但是另有一股液态妖兽正在肆虐地侵袭这个城市。在对抗液态妖兽的过程中，阿龙与幻姬的感情经历了生死的考验，但是元大宗的儿子鬼众道（张耀扬 饰）却设计离间意图消灭人类，与此同时阿强也发现了特警队的叛徒……
