年轻英俊的杰克.哈里斯是一名空中交通管制员，在一次例行航班疏导中尽管他尽了最大努力，飞机还是出现故障并坠毁了。飞行员最后一刹那的话语萦绕他多年。之后他自然丢了饭碗，家庭破裂，也从此失去了自信。五年以后，一场暴风雨席卷美国，使空中交通陷于一片混乱之中。现工作于菲尼克斯机场的杰克以前的同事布莱恩特正一筹莫展，他的雄心勃勃的顶头上司决定上下能驶往目的地的众多航班在菲尼克斯机场降落。但机场工作人员严重不足，地面控制中心被通知尽一切所能寻找有关专业人员前来帮忙。这时布莱恩特找到了杰克，请求他解决自己面临的困难，并结束多年的痛苦，找回自信。但事情却并非一帆风顺，设备的老化及超负荷使塔台面临重重考验。杰克和同事们化解了一个又一个难题。但在面临一架情况危急并载满乘客的737飞机时，五年前的一幕似乎又重现杰克的眼前，杰克是否能够和他的伙伴们挽救整个机组及乘客的生命呢……
