平静的城市中突然发生了一系列暗杀事件，受害者皆为退役特种部队上校约翰（Arnold Schwarzenegger 饰）的昔日部下，老上司克比为此拜访了约翰的山间小屋向其提出警告，退隐多时的约翰只想同尚年幼的女儿詹妮享受生活，不愿再次卷入仇杀，岂料这次的敌人尾随克比寻至约翰住处，他们掳走了詹妮，强迫约翰刺杀奥维地共和国总统，以便为幕后策划者阿里乌斯登上该国总统之位铺平道路。

约翰当然不会就范，他摆脱了随行的监视人员，从飞机一跃而下，暂时脱离了阿里乌斯的控制之后，他只有十一小时救出詹妮。约翰在机场请求素不相识的黑人姑娘西迪（Rae Dawn Chong 饰）相助，两人一同经历了连串的火爆战斗，西迪对这位陌生魁梧男子的态度由戒备转向全力协助，并最终登上了阿里乌斯藏匿的岛屿……
