◎简　　介

诺托拉由于同那不勒斯市议会关系好而获准在他廉价购进的地皮上为市政府建造巨型建筑；此外，他还得到右翼党的支持，并是该党地区议会的候选人。但是，在拆房过程中，出现了倒塌事故。当要求市议会调查时，右翼党抛弃了诺托拉；诺托拉摇身一变，投靠天主教民主党，在大选中获胜，当上了市议员。罗西抨击了政治和商界在政治党派的庇护下为了个别人的利益而贪污公款的合谋。
