明治末期，日本取得日俄战争的胜利，全国上下进入一种骄躁的情绪之中，军人和无良政客渐渐占据政府重要位置。因手刃仇人，修罗雪姬鹿岛雪（梶芽衣子饰）遭到通缉，最终体力不支败下阵来。雪姬被判绞刑，却在押往刑场的途中被一群神秘之人救下。救她的人是秘密警察部队头子菊井精四郎（岸田森饰），因自由主义者德永乱水（伊丹十三饰）掌握着他和要员寺内谦道（安部徹饰）作恶的重要证据，菊井于是以生命为条件，命令雪姬潜伏乱水左右伺机行动。然而雪姬最终为乱水的赤诚所感动，携带着证据前往乱水的弟弟周介（原田芳雄饰）的诊所躲避。穷凶极恶的政府败类却不会轻易失掉他们的目标……

本片根据小池一夫（漫画脚本）和上村一夫（作画）的漫画原著改编。
