高田玩具店老板的独生子小刚（樱井翔饰）秉承了父辈的基因，发明出可以用来战斗的巨型机器狗“小狗侠汪汪”。他和女友小爱（福田沙纪饰）组成正义的“小双侠”，为保护世界和平不断努力。他们的主要对手是杜伦布贼党，分别由女贼头多龙芝（深田恭子饰）及其一胖一瘦两个随从童兹拉（小林剑道饰）和波亚基（生濑胜久饰）组成。多龙芝效力于盗贼之神骷髅贝，他们奉命四处寻找传说中可以实现任何愿望的骷髅石碎片。

少女翔子（冈田杏理饰）的父亲海江田博士（阿部隆史饰）是一位考古学家，他在寻找骷髅石的过程中突然失踪。从翔子那里得知详情的小双侠为阻止骷髅贝灭亡世界的阴谋，与多龙芝一众展开连番精彩激烈的战斗……
