故事发生在一座人迹罕至的边境小镇上。贾各布（法瑞斯·法瑞斯 Fares Fares 饰）、兰斯（G?ran Ragnerstam 饰）、安吉塔（西西拉·凯尔 Sissela Kyle 饰）和汉肯（Erik Ahrnbom 饰）供职于镇上的警察局。这个小镇实在是太安全也太平静了，镇上已经有十几年没有发生过任何的违法事件了。

这一情况引起了国家中央警察总部的注意，他们派出了探员杰西卡（伊娃·罗斯 Eva R?se 饰）来到镇上进行调查取证，如果有必要的话，他们将关闭那里的警察局，这也就意味着贾各布等人有可能面临失业的窘境。为了避免失业，贾各布一行人开始着手伪造一系列案件，与此同时，贾各布和杰西卡之间也碰撞出了爱情的火花。
